The ATEC invites discussion on developing evidence-based costing and pricing advice for Commonwealth supported places in universities.

About this consultation

The Australian Tertiary Education Commission (ATEC) is developing a Costing and Pricing Framework for Commonwealth supported places in universities.

The discussion paper outlines proposed objectives, principles, scope and methods for estimating the efficient cost of delivering teaching and supporting scholarship, and using that evidence to inform pricing advice to Government.

The paper has been informed by engagement with the Working Group on Higher Education Costing and Pricing (Working Group on Higher Education Costing and Pricing). Feedback will help refine and strengthen the proposed Framework.

What we are seeking feedback on

We invite responses to the consultation questions in the discussion paper, supported by relevant evidence and practical experience. Areas for feedback include:

  • the proposed objective and principles
  • efficient-cost analysis and how it should inform pricing advice
  • structural cost differences and potential pricing adjustments
  • data collection and methodological approaches
  • governance, transparency and review arrangements

Higher education providers, peak bodies, students and student representative organisations, First Nations stakeholders, government agencies and other interested parties are invited to respond.

What this consultation does not decide

This is a discussion paper, not final pricing advice. It does not determine final funding amounts, student contribution settings, Commonwealth-student cost-sharing proportions or implementation timing. These policy and funding decisions remain matters for Government.

How to respond

Please address the consultation questions relevant to your experience and provide supporting evidence where available. Send your response to Pricing@ATEC.gov.au.
