Following a request from the Minister for Education, ATEC is considering how regulatory settings may better support a more differentiated, high-quality and sustainable higher education research system. This work is consistent with the Australian Government’s commitment to progress the recommendation on research specialisation from the 2025 Ambitious Australia: Strategic Examination of Research and Development Report.
The purpose of this consultation is to inform how any future reforms could be designed, sequenced and implemented to provide greater flexibility for universities to build research scale in areas of strength while maintaining research quality, student outcomes and public confidence in the Australian University category. This includes consideration of potential amendments to the Higher Education Standards Framework (Threshold Standards) to support these objectives.
